- Process, impact and outcome based evaluation
- Competency based curriculum development
- Technology mediated program development

Multimedia
The Heartland Centers focuses on the development and distribution of CD-ROM programs and interactive web based trainings as one of the primary methods of increasing access to training and education programs. HC staff designs, produces, and implements technology mediated education and training. HC has expertise in video and audio recording along with several software programs including, but not limited to:
- FinalCut Pro
- Adobe CS2 Suite
- Macromedia Studio MX Suite
- QuickTime Streaming Media
- Lectora
The Heartland Centers utilizes the Learning Management System to increase access to HC distance based education and training programs, as well as programs provided by other Public Health Training Centers, Centers for Public Health Preparedness, and Leadership Institutes.
